Assuming that the wine was properly stored and is, therefore an intoxicant instead of vinegar, th assumption would be that you're not supposed to use the mail.

That doesn't mean you "can't".

But I'd rather trust a shipment to FedEx or other member of the private sector than a civil servant anyway.
